Francine Girard is not from or resides in Seattle, she is a Canadian who lives in Everett, Washington.
[Update, July 4, 2018] This is the ad that keeps on changing. For a time the title was changed to "Free Energy." Below the wording is how it presently stands. The title is now "Unrestricted Sexual Energy" and Francine Girard has changed into a "Sensual and experienced POV knowledge trainer."
Francine is also described as a "private therapist" in the revised version, even though she has no license to practice in the State of Washington, USA that I can locate.

Somehow the title and theme of this workshop was changed to "Free Energy" at some point. Quite curious.
