Like the United States, Japan and the UK also have a long history of imperialism, making them quite comfortable in imposing their institutions on other cultures. This is tailor made for POV. Until recently, the POV Steering Committee was entirely made up of people from these three countries. The UK trainers on the Committee have recently resigned within the last couple years, leaving the Kuriharas as the next highest ranking officers in the steep POV hierarchy after the Spezzanos.

You have to admit, however, that Hideaki has a classier sense of fashion than old Chunkles Spezzano.
